We are including in this webpage complaints to the NYC Department of Investigation and The Inspector General
of The U.S. Department of Health and Human Services (HHS), which governs the Health Resources and Services
Administration (HRSA), which administers the Ryan White Program, requesting complete investigation of New York
City’s contracting process and funding distribution of its $110 million a year in federal Ryan White AIDS
funding which is supposed to be used to improve services for low-income people with HIV/AIDS.
Supporting documents, including materials obtained under Freedom of Information Law, which supports the complaint,
including evidence of City Charter violations, violations of procurement law, and violations of federal regulations,
and the press release are also posted.
